Police finally apprehended one of America's dumbest criminals Quacy Francis after a patrol man spotted him walking down the street like nothing was wrong just a few blocks from police headquarters. This after the news reported that police had launched a manhunt for this criminal HIV transmitter just a couple of days earlier. Francis is being charged with knowingly exposing two women to his AIDS virus without telling them about it and is suspected of having exposed others to is as often as possible since 1996.
