Police finally apprehended one of America's dumbest criminals Quacy Francis after a patrol man spotted him walking down the street like nothing was wrong just a few blocks from police headquarters. This after the news reported that police had launched a manhunt for this criminal HIV transmitter just a couple of days earlier.
